I dont think the environmental solution is a possible answer. When there is a crisis, people (and firms) just go back to the basics. Governments and companies cant spend the money they dont have on projects they dont know if they are going to work.
The root of the problem is outside Japan, as exports slumped due to worldwide fears.
Public works are the key to maintain activity until this situation gets better

so now what about us dudes who lost their jobs? i've been to hellowork three times and nothing turned up.

most of us aren't qualified to be english teachers just because we weren't born in a native english speaking country.

some employers seek japanese speaking staff and they won't even dare try hiring gaijins, not even giving us a shot at an interview to prove we're able to speak the language. they fold upon hearing "gaikokujin no kata desu."

going back to my own country is not an option because this problem is global and it's much worse back home.

if you have a visa that lets you work then it might be possible to get a job doing other things. i have a friend who is looking for english speaking staff at his shop.

ZeroCool try the local municipal governments for Yano, Kaita, Mukainada. They have road crew related jobs that include Brazilian workers. It's hard work in the summer heat, but it beats not having employment.

Paul, the majority of Mazda's trucks sold in the Chugoku Region are K-Class, extremely lightweight trucks that get far more miles to the gallon than even subcompact cars. Since most of the lightweight vehicles purchased by business and government will be in the K-Class division, environmental concerns are very distant here.
